Terms and Conditions

The terms on which we sell our courses, assessments and test bookings, and on which you may use this website.

Last updated: 1 September 2026

These terms apply when you buy a course, an NVQ assessment or a test booking from Happy People Learning Centre, and when you use this website. Please read them before you buy. By placing an order you agree to them.

Happy People Learning Centre is owned by HPL Recruitment Ltd, a company registered in England and Wales, company registration number 09128377, VAT registration number 345111927, whose registered office is 27 Freetrade House, Lowther Road, Stanmore, HA7 1EP. In these terms, we and us mean HPL Recruitment Ltd trading as Happy People Learning Centre, and you means the person buying from us.

You can contact us at hello@hplcentre.com or on 02034885582.

What we provide

We are an approved GQA Qualifications training provider, an approved CITB ITC test centre and a Pearson VUE authorised test centre. Depending on what you buy, we provide:

  • NVQ training and assessment leading to a qualification and a CSCS card, assessed by our assessors and certificated by the awarding body
  • Online health and safety courses, which are delivered on the VideoTile Learning platform. You will receive your login from VideoTile in a separate email
  • The GQA CSCS Labourer Card course, delivered as a live online training and assessment session
  • CITB Health, Safety and Environment tests, which we book on your behalf and which you sit at our test centre

Placing an order

Your order is an offer to buy. A contract is formed when we send you an order confirmation by email. If we cannot accept your order, for example because a course is full or a price was shown incorrectly, we will tell you and refund anything you have paid.

You must give us accurate information. We may need proof of identity and, for an NVQ, proof of your work and experience. If the information you give us is wrong or incomplete, we may not be able to register you with the awarding body, and we may have to charge for work already done.

Prices and payment

Prices on the website are shown excluding VAT unless stated otherwise, and VAT is added at checkout at the current rate. The price you pay is the one shown at the moment you order.

Payments are taken by Stripe. We never see or store your card details.

On some courses you may pay a 50% first payment instead of the full price. Where you do, the balance falls due before your certificate is released, and we will contact you when your certificate is ready. Until the balance is paid we may hold the certificate, though your assessment record is unaffected.

The CITB test fee is payable when you book or on the day of the test. It includes the CITB Health, Safety and Environment test fee and our administration fee.

Your right to cancel

Because you are buying at a distance, you normally have 14 days from the day we confirm your order to change your mind, without giving a reason. This is your statutory right under the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013.

There are two things that shorten it, and both are the direct result of us starting quickly, which is usually what people want:

  • If you ask us to begin during the 14 days and we do, you can still cancel, but we may charge a proportionate amount for what has already been supplied - for example a training session delivered, an assessor visit made, or an awarding body registration fee already paid on your behalf
  • If your course is online material you get immediate access to, your right to cancel ends once access has begun, provided you consented to that and acknowledged that you would lose the right. You give that consent at checkout

To cancel, email hello@hplcentre.com with your name and order details. You do not have to use any particular form of words. We will refund what is due within 14 days of accepting your cancellation, by the same method you paid with.

Changing or moving a booking

If you have booked a CITB test and need to cancel, tell us as soon as you can and we will rebook you for another test free of charge.

For live online sessions and assessor appointments, please give us as much notice as possible so the place can go to somebody else. [RESCHEDULING NOTICE PERIOD AND ANY FEE]

We may have to move a session ourselves, for example if a trainer is ill. If we do, we will offer you an alternative date or a full refund.

Assessment, results and certification

We will provide our services with reasonable care and skill, and we will support you through your qualification. What we cannot do is guarantee a result. Whether you pass, and whether a qualification or a card is awarded, is decided by your assessor and by the awarding body against their own standards, not by us, and not by what you have paid.

Cards and certificates are issued by the awarding body or card scheme, and their timescales apply. We will chase on your behalf where we can.

You must not plagiarise, submit anybody else's work as your own, or misrepresent your experience. Awarding bodies treat this as malpractice, and we are required to report it. It may end your registration without refund.

Services delivered by others

Some of what you buy is delivered by a third party: online health and safety courses by VideoTile Learning, CITB tests through Pearson VUE, and qualifications certificated by GQA Qualifications or another awarding body. Their own terms and rules apply to those parts, including their rules about identification, conduct during a test and rebooking.

We remain responsible for what we ourselves supply to you.

Your account and acceptable use

You are responsible for keeping your account secure and for what happens under it. Tell us straight away if you think someone else has access.

When using the site, including the forum, you must not post anything unlawful, abusive, discriminatory or dishonest, impersonate anybody, share course material you have bought, or try to interfere with the site or gain access to parts of it that are not yours. We may suspend or remove access if you do.

Course material and intellectual property

The site, its text, images, videos and course material belong to us or to our licensors and are protected by copyright. Buying a course gives you a personal, non-transferable right to use its material for your own learning. You may not copy it, share it, resell it or use it to train others.

The website itself

We work to keep the site available and accurate, but we do not promise it will always be available or free of errors, and we may change or withdraw parts of it. Course information is provided in good faith; awarding body requirements change, and where they do, the awarding body's current requirements apply.

Our responsibility to you

If we fail to comply with these terms, we are responsible for loss or damage you suffer that is a foreseeable result of that failure. We are not responsible for loss or damage that is not foreseeable.

We do not exclude or limit our liability in any way where it would be unlawful to do so. This includes liability for death or personal injury caused by our negligence, for fraud or fraudulent misrepresentation, and for your statutory rights as a consumer under the Consumer Rights Act 2015, which cannot be taken away.

Subject to that, our total liability to you for any order is limited to the amount you paid for it.

Nothing in these terms affects your legal rights. If a service is not carried out with reasonable care and skill, you are entitled to ask us to put it right or to a price reduction.

Complaints and appeals

If something has gone wrong, email hello@hplcentre.com and tell us what happened. We will acknowledge your complaint and work with you to resolve it. [COMPLAINTS RESPONSE TIME]

If your complaint is about an assessment decision, you also have the right to appeal to the awarding body under its own appeals procedure, and we will tell you how.

Your information

How we handle your personal information is set out in our privacy policy, and what we store on your device is set out in our cookies policy.

Changes to these terms

We may update these terms. The terms that apply to your order are the ones published when you placed it, so a later change does not alter what you have already bought. The date at the top tells you when these last changed.

Law and jurisdiction

These terms are governed by the law of England and Wales, and you can bring legal proceedings in the courts of England and Wales. If you live in Scotland or Northern Ireland, you may also bring proceedings in your own courts.
